What is the best way to dry flower petals to put in soap?

Simplest way is to make small bundles of the flowers and hang them upside down in a hot dry place.

One thing to note, most flowers will discolor when added to soap or candles. Just recognise that rose petals are likely to become black rose petals, and lavender buds will become brown.
